When Tear Off Is the Right Call

The Lead Paint Issue Nobody Brings Up

Homes built before 1978 may have lead based paint in the coating layers over the stucco. Tearing that off dry generates dust that carries it.

This matters in Toms River more than most towns because so much of the older housing stock here predates 1978. The EPA’s Renovation, Repair and Painting Rule covers this.   1. Disposal. Debris hauled out. Stucco is heavy, and a whole house tear off is measured in tons, not bags.

 

  1. Dry in. The wall does not sit open. It gets protected until the new system starts.

What We Usually Find Underneath

After four decades of tear offs on this coast, the same problems keep showing up:

  • No kickout flashing. Where a roof edge meets a wall. The most common single cause of a rotted corner.
  • Building paper installed in the wrong sequence. Lapped upward instead of shingle style, so it funnels water in instead of out.
  • Weep screed buried. Code calls for at least 4 inches of clearance above soil and 2 inches above pavement. Landscaping added over the years buries it.
  • Windows with no head flashing. Sealant was the only thing keeping water out, and sealant has a five to seven year life.
  • Sheathing rot concentrated at the bottom two feet. Classic sign that water was getting in and could not drain.
